After the Low Court remands, I would merely mention that Mr Fisher, however capable as an architect of good education, considered himself much superior to Kane, the designer of the Bank Office. He offered himself for the position, but his ambition was to be appointed Government Architect, independent of the PWD, and he made application to Government for such an appointment. His application was refused.
These matters tended to cause Mr Fisher to take up an attitude of hostility towards the architect & myself. He is of a sulky & morose disposition, going from bad to worse until he became, in the delays of this site, unfit for his duties.
